I despise Paradox with a passion, but even if they were the best gaming company on earth, I would not expect them to update on a dying platform. I get that you can't tell your friend (who may not have the funds) to "build a PC". You mean cross-play multiplayer? I doubt that will ever work.
Plus the controls for Xbox are pretty good imo
